Brian R. Manning, P.E., F.ASCE, ENV SP, is a highly accomplished civil engineer with over 35 years of experience in the design and construction of major transportation, water, and municipal infrastructure. As Chief Executive Officer of mc² civil, LLC., he leads operational performance, strategic planning, and business development, while continuing to stay personally engaged in complex project execution. His project portfolio includes some of Houston’s most significant civil works, such as the award-winning Bagby Street Reconstruction, METRO Light Rail Downtown Redline, Northeast Transmission Line Projects, Allen Parkway Improvements, and multiple large-scale roadway and utility projects for TxDOT, Harris County, and the City of Houston. Brian holds other key roles at Five Companies, LLC, a local consortium of contractors who build large-scale Houston projects, mc² civil materials, LLC., Rocket Ready Mix, and Citizens State Bank. Prior to his role at mc² civil, Mr. Manning served as Executive Vice President and Chief Development Officer for Sterling Construction, helping grow the company from a small Houston based contractor to a publicly traded national firm.

Brian is a Texas Tech University graduate with a Bachelor of Science in Civil Engineering. A former Houston Contractors Association President, ASCE Houston Branch President, ASCE Texas Section President, ASCE Region 6 Governor, National Construction Institute President, and National Technical Region Director, he is widely recognized for his leadership, innovation, and commitment to advancing the civil engineering profession.
